Matthias Yao

Chairman

Mr. Matthias Yao is an independent Non-Executive Director and Chairman of the Board of Tokio Marine Insurance Singapore Pte. Ltd. and a member of the Audit Committee.

Currently, he is also the Chairman of Tokio Marine Life Insurance Singapore Pte. Ltd. and sits on the board of Agmonton Pte Ltd. He is also a Trustee of National Trades Union Congress.

Mr. Yao started his career with the Civil Service in 1980 as an Administrative Officer with rotation of postings to Ministry of Home Affairs, Ministry of Finance, Ministry of Community Development and Ministry of Communications and Information. He was elected to Parliament in 1991 and held the position of Senior Parliamentary Secretary before becoming Minister of State in the Ministry of Defence and the Prime Minister’s Office. He was a Deputy Speaker of Parliament before his retirement from public service. Prior to his retirement, Mr. Yao was a Board member with the Housing & Development Board, Deputy Chairman of NTUC Income and Special Adviser to the Board of NTUC Income. After his retirement, Mr. Yao held independent non-executive directorship positions in iFast Corporation Ltd and iFast Financial Pte Ltd.

He obtained his Bachelor of Commerce (Honours) from the University of Birmingham, United Kingdom.

Tham Chee Soon

Director

Mr. Tham Chee Soon is an independent Non-Executive Director of the Board of Tokio Marine Insurance Singapore Ltd. and Chair of the Audit Committee.

Mr. Tham is a Chartered Accountant, a Fellow of ISCA. He spent 31 years at Ernst & Young (“EY”) before taking early retirement, after 14 years as an Audit Partner in June 2018 and set up his own practice, iCFO Advisors Pte Ltd. At EY, he was an audit partner responsible for the audits of both listed companies and MNCs, including insurance companies. He currently also sits on the board of other organisations which include CH Offshore Ltd and Vinfast Auto Ltd.

He holds the qualification of FCPA (Singapore), US CPA (AICPA), CPA Australia, CFA Charterholder and Licensed Insolvency Practitioner.

Masafumi Mayumi

Director

Mr. Masafumi Mayumi is a Non-Executive Director of the Board of Tokio Marine Insurance Singapore Ltd.

Mr. Mayumi is the General Manager and Head of Asia and Middle East Group, International Business Development Dept. of Tokio Marine Holdings.

He joined Tokio Marine in 1998 and has been engaged with insurance business for over 27 years, with extensive experience in strategy formulation, corporate management and M&A.

Prior to his current role, he served as the Group Executive at Hollard Insurance Group in South Africa, and as the CFO of Tokio Marine Compañía de Seguros in Mexico.

Yoshinori Fukaura

Director

Mr. Yoshinori Fukaura is a Non-Executive Director of the Board of Tokio Marine Insurance Singapore Ltd.

Mr. Fukaura, with over two decades of experience in the Tokio Marine Group, joined Tokio Marine Asia in April 2024. His expertise spans strategic planning, business development, and corporate management across Japan, Singapore, and Thailand. Most recently, Mr. Fukaura served as the Senior Vice President of Tokio Marine Safety (Thailand) PCL., where he played a key role in formulating comprehensive corporate and commercial underwriting strategies.

In his current role at Tokio Marine Asia, he oversees Corporate & Market Planning, Finance & Investment, Legal & Compliance, Human Resources, and Risk Engineering operations in the region.

Allen Juang

Director

Mr. Allen Juang is a Non-Executive Director of the Board of Tokio Marine Insurance Singapore Ltd. and a member of the Audit Committee.

Mr. Allen Juang currently serves as the Chief Technical Officer at Tokio Marine Asia, where he oversees the regional Actuarial, Underwriting, and Claims functions. In addition to this, he leads the Motor Centre of Excellence for the Group.

With over 20 years of insurance industry experience, Mr. Juang’s career spans Sydney, Melbourne, and Singapore. Prior to his current role, he served as the Chief Risk Officer at Tokio Marine Asia and has also held various Appointed Actuary positions across Asia.

He holds a Bachelor of Commerce in Actuarial Studies and a Bachelor of Science in Statistics from Macquarie University, as well as an Executive MBA from Singapore Management University.
